It's slavery/theft season. I am about to continue verifying that my wife, and me, are considered some sort of slaves by our maids (public officials and law societies) with these income taxes. It's been over a year battling, and having thieves rob thousands of dollars forcibly from my wife's wages. I have been able to recoup a few grand, but still that has made me really angry, they kept most of it

I may start publishing not only here, but in the Legal Section of the newspaper here, ALL and every instructions/notices sent to public officials which have never been carried out, and/or replied. I will inform them that their inaction has caused harm, and injury to my TRUST (marriage), besides violating many of the rights our person's have under the Puerto Rican Bill of Rights.

Also, I may give NOTICE that should they not follow the law (their rules), I intent to damage the security by placing a lien to the names in the State Department, give public notice of their hostile intentions toward the public, make step-by-step instructions on how discharge public debt (because it's our fucking person's RIGHT), and open a PUBLIC BENEFIT non-profit corporation the give back to the PUBLIC every LIEN I happen to place to ANY AGENCY, and/or AGENTS should they violated my PERSONS rights (I have mine, my wife, and my kids persons to ADMINISTRATE because... it's my right, so FUCK YOU!).

<<ARTICLE II BILL OF RIGHTS

Section 1. The dignity of the human being is inviolable.

Section 7. The right to life, liberty and the enjoyment of property is recognized as a fundamental right of man. No person in Puerto Rico shall be denied the equal protection of the laws.

Section 8. Every person has the right to the protection of law against abusive attacks on his honor, reputation and private or family life.

Section 9. Private property shall not be taken or damaged for public use except upon payment of just compensation and in the manner provided by law.

Section 12. Neither slavery nor involuntary servitude shall exist except in the latter case as a punishment for crime after the accused has been duly convicted.

Section 19. The foregoing enumeration of rights shall not be construed restrictively nor does it contemplate the exclusion of other rights not specifically mentioned which belong to the people in a democracy (Like the RIGHT TO THE SECURITY OF THE PERSON). The power of the Legislative Assembly to enact laws for the protection of the life, health and general welfare of the people shall likewise not be construed restrictively.

Section 20. The Commonwealth also recognizes the existence of the following human rights:

The right of every person to a standard of living adequate for the health and well-being of himself and of his family, and especially to food, clothing, housing and medical care and necessary social services.>>

Then, I sent a notice to the State Comptroller giving notice that the real Administrator was in town, and that I will be taking care of the administration of the person, and not buying any more public debts.

To my surprise, in her response the State Comptroller ACKNOWLEDGES ME as the Sole Authorized Administrator. NOTICE I DID NOT use a name for the MAN. I DID NOT "identified" the man with a name. I NEVER mentioned WHO was sending notice, other than the TITLE of Administrator.

Here is the OFFICIAL letter with her SIGNATURE (SURETY). For the newbies, how can a State Comptroller refer to the Sole Authorized Administrator is that is some crazy made-up bullshit?

Not only that, she also gave me INSTRUCTIONS on how to proceed by sending my information to the local Treasury Department. Please see for yourself.

Next thing I received was NOT a BILL, but a CERTIFICATION OF DEBT and a menace to garnish wages. So I decided to FORWARD that debt to the PRICIPAL. I did still sent, in good faith, in favor of the PRINCIPAL $1,000. Here is the NOTICE I sent the local Treasury Department letting them know I was doing this, because I was terrified they were going to violate our persons rights.

Here it is PROOF that I am the SOLE AUTHORIZED ADMINISTRATOR with a signature of a PUBLIC OFFICIAL saying it, and the Treasury Department not only ignored ALL instructions, they GARNISHED my wife's salary.

The deducted more than 10,000USD, and almost half was interest and penalties.

Let me please see an INVOICE. I had been a bit taimed by my wife, which suffered a lot when this ore deal happen at her job. She is a top professional in a multinational and it was very humiliating for her having go thru this.

An account statement with a remittence voucher attached to it......that is EXACTLY what you need.

And PROMISE to them that you will take care of this debt as soon as you receive this required tool to take care of this debt.

but that's too late now, right? :/

The NOTICE needs to be attached to the bills (stapled) ......and the NOTICE needs to be clear and short.

I do not want to buy back that debt, I'll rather use the security of my person so it can discharge that debt.

If this is not legal, let me know asap by returning these bills of exchange with a REFUSAL notice, and I PROMISE I WILL PAY.

Scott Duncan, there is a BANK OF CANADA stamp for Bills of Exchange for Canada, when filling vouchers doing income taxes there. Would the stamp to use here is the USA is a stamp of the US Department of the Treasury, or the Federal Reserve Bank?

I ALWAYS told them to RETURN the Bills of Exchange if they are REFUSING them, and I ALWAYS "promised" to PAY if they are returninng them REFUSED.

This incompetent lawyer sent one of three back saying that it was not an accepted PAYMENT method. I fucking know that already :D

I must admit I am a bit confused. My programming tells me I am correct. If it is written, it is Law. Why does my programming tell me giving public notice of the persons involved, who is administrator, and who is surety for the names is something important? :/ Is not the government the PUBLIC? So, is not PUBLIC NOTICE correct?

If I send "money" with this notice, I can see why "NO COMMERCE EXPECTED/IMPLIED" perhaps is inaccurate.

So there's an AGENCY who DEMAND money. And the money they demand, is for buying a public debt.....now, I can't speak for you, but here in Quebec, I have all the good reasons to believe that we are being robbed through these demands.....

So I prefer not buy, but use the surety so it can discharge these debts....as soon as I will be very sure that they've stop the robbery, I will agree to buy back these debts....

I have NO PROBLEMS sharing.......

Pete Daoust, is not the IRS an AGENT for the GOVERMENT? Have you heard of "Notice to Agent is notice to Principal. Notice to Principal, it's notice to agent." I am confused. If I learned something wrong, I want to know what is true, and correct.

They are scared about this information. They are focusing on knocking the liens and bills of exchange. I have observed the pattern. That's the focus. This post has been used by 3 profiles to try to cast doubts on this. Trust but verify! I see where it hurts.

So, today I sent 2 of these Bills of Exchange, for income taxes. I administrated the debts according to the rules. Along with these bills of exchange (Letras de Cambio, as they are called here) I sent notice/instructions. See noticed below.

Scott Duncan, this year the local tax IRS, wants for everyone to fill the income tax forms ONLY online, not printed. That sounds a bit restrictive to me. Can I submit a similar form, with the same information, and still be considered as a "filing of income taxes"?

I am concerned about been able to qualify the signature.

Ok, so here is the latest, step by step, notice by notice. This is the a public notice published in the newspaper, and also sent registered mail to the Secretary of the Treasury. As you can see, it was also hand delivered to the Office of the Secretary of the Treasury.

So, as I had previously anticipated, I have PROOF they local IRS is going to STEAL that LEGAL MONEY/BILLS OF EXCHANGE I sent them.

I got a letter, with the photocopied signature, from an alleged employee sending a "garnish" notice, without having adjusted the account after receiving the bills of exchange.

I said I PROMISE I will pay, no controversy, should they refuse, or if what I did was illegal, immoral or wrong, just to send those Bills stamped refused. :/

I am busy right now, but I will place the letter I got sent here later.

I called the Secretary of the Treasury who I sent personally the Bills of Exchange, and NOT to my surprise, his office in a rude manner expressed they have NO IDEA about any Bills of Exchange sent. They are either lost, or stolen, but I do have confirmation from the Post Master the Secretary DID receive and ACCEPTED the registered mail marked BILLS OF EXCHANGE ENCLOSED.

Since I have a hand singed letter from the State Comptroller saying, and I quote:

"The Office of the Comptroller of the Commonwealth of Puerto Rico is the agency which audits all use of public funds and transactions of property of the Commonwealth, it's agencies and instrumentalities and it's municipalities, in order to determine whether they have been made in accordance with the law.

If you have any information regarding inappropriate use of property of public funds, we encourage you to report it as soon as possible."

So, since those 2 Bills of Exchange and those 2 SECURITIES (Birth Certtificates) I sent are PROPERTY of the Commonwealth, and I sent those in a TRANSACTION of PROPERTY, I sent a notice to the State Comptroller making her Office aware of this missing property.

I will NOT stop. I told her, should the tender for law that money provides turns out to be FRAUD, I will inform the public of the HOSTILE INTENTIONS from the Treasury Department towards the public.

You have NO idea how mad I am. It's NOT safe to be around me right now.

I will make ALL communications PUBLIC including all names and personal info, because it's a way to PROTECT me and my family from government slavery/corruption. The more folks that now what I am doing, the better. If something ever happens to me, well you know I never killed myself, nor was I ever "suicidal" or "crazy."

So, May 20th I sent the State Comptroller some registered mail notices, which she received copies via fax before getting the TENDER FOR LAW.

As of today, 20 days later, her Office has not picked up my notice, which has been sitting on their PO BOX for days. I wonder if they read the fax first, and now they wont dare pick up the real thing. things are getting interesting. The Wizard of Oz is scared of me.

So, I called the State Comptroller's Office to inquire at least about the fax. It turns out they received the fax May18th, but failed to forward the communication to the right party within the Office. It was just sitting there in a pile of faxes. Hahaha! Humm... These public servants are funny.

Last Friday around 3pm, right after giving a courtesy phone call to the Comptroller's Office, she herself went to pick up the Tender for Law delivered at the post office. I will keep posting facts as they happen.
