So, May 20th I sent the State Comptroller some registered mail notices, which she received copies via fax before getting the TENDER FOR LAW. As of today, 20 days later, her Office has not picked up my notice, which has been sitting on their PO BOX for days. I wonder if they read the fax first, and now they wont dare pick up the real thing. things are getting interesting. The Wizard of Oz is scared of me.

So, I called the State Comptroller's Office to inquire at least about the fax. It turns out they received the fax May18th, but failed to forward the communication to the right party within the Office. It was just sitting there in a pile of faxes. Hahaha! Humm... These public servants are funny.

I have PROOF there is a criminal gang pretending to be government here. Just like the mafia, they answer to no one. They want to apply rules to everyone, but themselves.

They did not want to even touch the fax, let alone the registered mail sent. Was it something I said? :D

Last Friday around 3pm, right after giving a courtesy phone call to the Comptroller's Office, she herself went to pick up the Tender for Law delivered at the post office. I will keep posting facts as they happen.

To my surprise, in her response the State Comptroller ACKNOWLEDGES ME as the Sole Authorized Administrator. NOTICE I DID NOT use a name for the MAN. I DID NOT "identified" the man with a name. I NEVER mentioned WHO was sending notice, other than the TITLE of Administrator. Here is the OFFICIAL letter with her SIGNATURE (SURETY). For the newbies, how can a State Comptroller refer to the Sole Authorized Administrator is that is some crazy made-up bullshit? Not only that, she also gave me INSTRUCTIONS on how to proceed by sending my information to the local Treasury Department. Please see for yourself.

Just my two cents, but things seems to get more attention when you start sending out invoices. And when liens starts being registered, someone show up. I don't know why, but that's from my experience.

Next thing I received was NOT a BILL, but a CERTIFICATION OF DEBT and a menace to garnish wages. So I decided to FORWARD that debt to the PRICIPAL. I did still sent, in good faith, in favor of the PRINCIPAL $1,000. Here is the NOTICE I sent the local Treasury Department letting them know I was doing this, because I was terrified they were going to violate our persons rights.

The NOTICE needs to be attached to the bills (stapled) ......and the NOTICE needs to be clear and short. Scott Duncan, there is a BANK OF CANADA stamp for Bills of Exchange for Canada, when filling vouchers doing income taxes there. Would the stamp to use here is the USA is a stamp of the US Department of the Treasury, or the Federal Reserve Bank?

I ALWAYS told them to RETURN the Bills of Exchange if they are REFUSING them, and I ALWAYS "promised" to PAY if they are returninng them REFUSED. Scott Duncan, this year the local tax IRS, wants for everyone to fill the income tax forms ONLY online, not printed. That sounds a bit restrictive to me. Can I submit a similar form, with the same information, and still be considered as a "filing of income taxes"? I am concerned about been able to qualify the signature.

Ok, so here is the latest, step by step, notice by notice. This is the a public notice published in the newspaper, and also sent registered mail to the Secretary of the Treasury. As you can see, it was also hand delivered to the Office of the Secretary of the Treasury.

I attached a letter signed by the State Comptroller, acknowledging ME as the Sole Authorized Administrator for my person.

Next notice sent was tendering the first of two Bills of Exchange sent. Here is the notice, plus the Bill of Exchange front, and back.

So, as I had previously anticipated, I have PROOF they local IRS is going to STEAL that LEGAL MONEY/BILLS OF EXCHANGE I sent them. I got a letter, with the photocopied signature, from an alleged employee sending a "garnish" notice, without having adjusted the account after receiving the bills of exchange. I said I PROMISE I will pay, no controversy, should they refuse, or if what I did was illegal, immoral or wrong, just to send those Bills stamped refused. :/ I am busy right now, but I will place the letter I got sent here later.

I called the Secretary of the Treasury who I sent personally the Bills of Exchange, and NOT to my surprise, his office in a rude manner expressed they have NO IDEA about any Bills of Exchange sent. They are either lost, or stolen, but I do have confirmation from the Post Master the Secretary DID receive and ACCEPTED the registered mail marked BILLS OF EXCHANGE ENCLOSED. Since I have a hand singed letter from the State Comptroller saying, and I quote: "The Office of the Comptroller of the Commonwealth of Puerto Rico is the agency which audits all use of public funds and transactions of property of the Commonwealth, it's agencies and instrumentalities and it's municipalities, in order to determine whether they have been made in accordance with the law. If you have any information regarding inappropriate use of property of public funds, we encourage you to report it as soon as possible." So, since those 2 Bills of Exchange and those 2 SECURITIES (Birth Certtificates) I sent are PROPERTY of the Commonwealth, and I sent those in a TRANSACTION of PROPERTY, I sent a notice to the State Comptroller making her Office aware of this missing property. I will NOT stop. I told her, should the tender for law that money provides turns out to be FRAUD, I will inform the public of the HOSTILE INTENTIONS from the Treasury Department towards the public. You have NO idea how mad I am. It's NOT safe to be around me right now.
