According to the rules that govern Bills of Exchange, and given that they are returning the instrument after so many months (we don't know if it has markings, and/or endorsements yet), I have reasons to believe someone is trying to commit FRAUD. So returning the entire communication via NOTICE OF FRAUD must be the correct way to proceed.
