If for some reason you decide to REFUSE the completed Bill of Exchange I have sent, please sent it back to me at the above address and I promise I will pay. The Sole Authoirsed Administrator for BARTHOLOMEW JOHN FOLEY

I recieved a new bill in the post a few days later with the next quarter amount added to the original bill.

I will draft Notice number 4 next, set aside, reread and send to Irish Water. It is hard work Administrating ;-)

I have finally recieved correspondence from Irish Water Legal Services Department with regards the two NOTICES I sent in January and February of this year. The letter states "your obiligation to discharge your water charges bill arises from section....bla bla..The letter goes on to state that they do not PROPOSE to engage in SUBSTANTIVE CORRESPONDENCE with me with respect to this matter where they believe it to be FRIVOLOUS AND VEXATIOUS. I remain liable for the original charge and it appears I am not now liable for the next quater that they subsequently billed. They also go on to state that I may seek my own legal advice and that if I fail to pay the charges it shall be recoverable by Irish Water as a simple contract debt. The question, can I use the SECURITY of PERSON I possess was not answered and there was no mention of the COMPLETED BILL of EXCHANGE I sent to them with CONSIDERATION attached. The letter was also signed Legal Services Dept.

I received the same Bart, and the extra charges on the account statement. They wrote to me and said that they were not bound by the BOE act. Yes they did. I rang the Legal Department in Irish Water and asked to speak to the Legal Service Dept. They don't have anyone there by that name apparently. Any way the girl in charge in the legal dept. is Cheryl, and she wouldn't give her surname. I sent it all back to them and informed them that I am unable to administrate the latest account statement, because they have not completed their administration process of the BOE I had sent to them previous. When they have completed the BOE, I told them to send out the new account statement. I also said if you are not bound by the bills of exchange act, send back the completed bill of exchange that I sent to you, with a Notice of Refusal. I promise I will pay if I am not entitled to use the Security of the Person to discharge PUBLIC DEBT. That's about a month ago now. I also reminded them that the holder of the bill ALWAYS has surety. The thing here is, is that ECOHR is an act in Ireland. We have no rights against the government. This company is a PRIVATE company charging persons for a PUBLIC service. So, they must comply with the statute book, yes?

These Irishes.....they'on on a roll :D

Tomorrow I will draft a Notice of Fraud. I have also found the envelope the two letters came in as I had misplaced it. All good.

I'm drafting my Notice of Fraud at the moment. I am also reading the Criminal Justice Act (Theft and Fraud) 2001. I particuarly like section 11, Suppression, etc., of documents - including valuable security. :-)
