Hey....Sam Smee...here in Massachusetts, the custodian of the record needs to prove why they can say its not a security when it says "This document is written on security paper". the burden is on them.....so regardless what you do, the burden is still on them.
.....of course, this is entirely dependant on which laws they choose to follow because as far as I can tell, not everyone has to obey the law.
