This is what I have done, last April.
They've called and say.
CRA: We received your envelop, but there's no PAYMENT in it.
Me: You received the Bill of Exchange ?
CRA: Heu.....well, heu...
Me: Do you see the words Bill of Exchange on that instrument ?
CRA: Yes
Me: Do you see the words Bank of Canada as well ?
CRA: Yes.
Me: So, you just have to PRESENT this bill of exchange to the PAYMENT, payment being Bank of Canada.
CRA: Ok, thanks.... :D
