It�s a public debt, just the fact that they are budgeting these a year in advance, prove that these are PUBLIC DEBTS.
Budgetting $20 millions of traffic tickets, before giving these tickets, is a FRAUD.
How in the fuck can they decide a year in advance on HOW many offenses folks will do ?
