"TRUST LAW is the HIGHEST LAW. It trumps ADMIRALTY LAW. It trumps CANON LAW. It is the HIGHEST LAW."

How do we go about understanding how LAW can be higher or lower? Would it make sence to say its in the legetimacy of its claim?
