On its website, the province's justice ministry describes the non-judicial program as a means of "of dealing with certain offences in a particular way so as to better rationalize the use of resources allocated to the judicial system and not to unduly stigmatize the misconduct of an offender whose behaviour does not warrant judicial action."
Wait, what?
Here's what it says:
... It must be recognized that certain unlawful behaviour is often merely misconduct by an individual � an act that is to some extent isolated and does not disturb the social order in any way or compromise these values..."
"does not disturb the social order".
I used to think social order was about maintaining peace and, well, order. Now I see it as nothing more than maintaining the hierarchy. Them at the top and the rest of us as slaves below.
