Hmmm....I suspect that there's a much deeper meaning here that I do not understand. What do you mean by "AT SEA"?

AT - The word 'at' is an English word, which may act as a preposition.

SEA - A large body of salt water that is surrounded in whole or in part by land.

AT SEA.

It seems there is some international debate about births AT SEA. It seems like there is a HUGE question of surety for the account created. It seems like that would need to be settled first before any matter could proceed!
