Because he can't. He can only point to Acts and Statutes that misuse the word "judge" in the very manner that The Star does. Man Wilson knows that "JUDGES are ELECTED" and that APPOINTED is NOT EQUAL to elected. He wants folks to believe that if something is written on paper then it must be true.
