I am not sure they cashed it....I think it may be a little different here, as the holder of the security is in receivership. I think they accounted for it and were credited.

A completed accounting instrument is a Bill of Exchange or check or similar. This one was completed and transferred to the U.S. Treasury for deposit in exchange for debiting the water account. It seems that the IRS did the accounting
