No. You cannot PAY A DEBT WITH A DEBT. It requires DISCHARGE to settle public debt. Money of account only settles/buys money of account. When you deposit your VALUE into a bank, it becomes money of account, otherwise a POOL OF PUBLIC MONEY. (yes?)
