Bank of Canada is owned by the persons (shareholders) and i have one of those Persons.
I am the SOLE authorized Administrator for this person.
So I can decide to NOT buy back public debts, the choice is mine.
Or, I can accept ALL public debts sent to that person, since I have the right to its SURETY. Holy smokes Batman this makes sense!
