I've wondered about this too as I have a friend who lives off grid and is being harassed. I wondered if it was not the same as what Scott posted about Child Services where you actually have right of refusal to accept?
In the jurisdiction known as the 'COMMONWEALTH OF AUSTRALIA' it has been authorised by the 'Local Governments Act', a tertiary level of government.
However, the constitution of the same jurisdiction does not recognise a tertiary level of government, and two referendums rejected the entire concept of a tertiary level of government...
My logical conclusion from this is it is something imposed/foisted upon 'persons' and only gets away with its actions by threats and intimidation...
Local council parking fines being an example
Check the constitution for that jurisdiction...it may be similar....
Once the property of the person has been liened into a different jurisdiction, write your own charter & by laws & do what you see fit ;-)
The thing is, there's some codes to respect, when you modify, and/or built a house, and if we leave ALL the fucktards around, do whatever they want with their houses, the place will definitely look like shit....
So the deal is you have to bring them the plans of what you want to do, they verify if you are NOT doing some crazy shit, and then they approve the plans.........and of course, they charge the person for this.......
But if the person is beings administrate by a person you trust, just give the charge/bill to the person you trust, that person will PAY the bill, and then charge your person for it, and then you create the credit using the SURETY of your person, by drawing a bill of exchange, and then you give it to the person you trust, so it can deposit that bill of exchange in its commercial bank account.... :/

Pete Daoust, what you say certainly has merit because there are some messy and dangerous renovations I have seen as well. I've been in construction for twenty years or so... My issue is not with building codes, or plans etc. My issue is with permission. In my case, I happen to need a new roof, something I used to do for work years ago. But, the by-law is worded here in such a way that I need to beg for permission to do a repair.
I was thinking of the comments in the other thread about TITLE, and I thought perhaps that relates to this.
Stuart Stone is correct for AUSTRALIA. Local Government was rejected twice by the people only for State Governments to impose them on the people anyway. It appears that, in Victoria at least, all power that Local Government has comes from the State Government. By that I mean the State Government creates the fines etc and Local Government just enforces them.
FUN FACT: The relevant Act for Local Government here in Victoria says that Local Government is ACTING as a Representative Government and also Local Laws must not impose any tax or fee or any fine, imprisonment or other penalty

I'm not sure that my original question might have come across properly.
I seem to discover things in my mind that look like beliefs still, and while the action that I take may be the right one, I want to KNOW that it is the right action and know WHY it is the right action...
