And to whom you are going to send that bill ? The property is Government's property. The city it sits in, is the warehouse where the property is being kept. These city taxes are there to cover the warehouse cost. If you want to come and clean my warehouse, because there is something in it you may have interest in, and then you send me a bill for having done so, do you really think I will approve that bill and cut a check for it ? :D
