Nice, there only needs to be an offer tendered. By offering them cash you have made an offer. Because they have refused the offer / payment, they are now in dishonor. It would be my understanding that by refusing the offer or payment they have performed a miscarriage of justice. The Court Clerk and or Magistrate have failed to uphold their oath of office. Now, you can go after the court clerk and or magistrate.
