The public can only see the income tax return they receive as benefits, they think the government are giving them MONEY, when they pick up the check in the mailbox, they really think that the government gives them FREE money, they say: HEY, I "COLLECT" $2000 of income tax return, and when you ask them: Where it came from ? ....they don't know :-o
