The ADMINISTRATORS of "El Banco Central de Bolivia" have the AUTHORITY to dictate POLICY for their institution which must be respected by their OFFICERS. Obviously if anyone ASSUMES they are an OFFICER for "El Banco Central de Bolivia" it's their fucking problem.
