Yes. They want to see how long they can keep the public believing they have standing to even MAKE such policy.
If they get away with it for 2 or three years, they will try impose it elsewhere. It will become "normal", like ADULTS WITH AN IMAGINARY FRIEND is "perfectly normal" and Spot-Checks/Checkpoints are "Perfectly Normal"...
