It's similar as JOEBLOW ELECTRIC makes a check to SFC INC, then SFC INC show up at JOEBLOW ELECT.'s bank, where JOE BLOW ELECT.'s surety reside, and SFC INC ask that bank to CERTIFY that check, so SFC INC is SURE that when it will negotiate that check, it will work :D
