Now when you have at least ONE VESSEL and it's reached a WHARF (PRIVATE TRUST) and is subject to that JURISDICTION, you are now an ADMIRAL ? And you can build a NAVY by creating multiple VESSELS or having other VESSELS join your WHARF to better serve the interests of your WHARF ?
