Since the ADMINISTRATION was BUYING back these debts, Pierre Daoust was a CUSTOMER, then the ADMINISTRATION decided to NOT buy back these debts, Hydro-Quebec had no choice but to NOT consider Pierre Daoust as a CUSTOMER anymore....
Now, they have to see Pierre Daoust as HER MAJESTY and an ORGANIZATION, and no more offers to buy back debts will be sent to Pierre Daoust anymore :P
