I recall these words from the Justice Chip. I imagine that the Justice would be the best person to ask. How could folks know what the Justice meant or was thinking? My guess would be that the Justice was waiting for Lee Lai Ping to act like the sole administrator and state what she required of the court. Perhaps the Justice was accepting the role of Trustee? Only a guess.
