Chris- i was at a register the other day, some small kiosk-type selling food. TAPED to the register however was a sort of 'Notice' saying to the effect: "If you DID NOT receive a RECEIPT from us after paying, let the Manager know. Upon confirmation of this, we will GIVE YOU YOUR MONEY BACK."

To charge a fee, means you must ACCOUNT for it. You can't pull a number out of your ass and say "this is the fee"...CRA pays for Roguesupport's ACCOUNTANT, because I can show a RECEIPT and I get reimbursed
