I dunno, you tell me. You applied for it, tested for it, provided your name, birth date and picture (which is included on it), signed it, and periodically pay for the privilege of ensuring the contract is still in force. I assume you have read the terms and conditions in the highway traffic act as well to determine your contractual obligations.
That wasn't really my point though. I just thought it might be cheaper and less annoying to pay the ticket.
