As of March 31, 2013, the Province of Ontario was $281 Billion in DEBT. But, $267.5 Billion of this 'debt' is listed as being owed to PUBLIC INVESTORS in "NOTE 3" of this link. Just who exactly would be considered these "Public Investors" listed here, Scott?
