That person, I HAPPEN to have in my pocket, has been created by the PUBLIC, and that same PUBLIC, signed as SURETY for it, so whatever that PUBLIC wants to charge to that person, will be consider PUBLIC DEBTS, and, "me", as the SOLE authorized Administrator FOR that person, I will administrate all these CHARGES/DEBTS....
Unless ANOTHER person shows me the AUTHORITY to do it.
