Perhaps, I will send a letter like this with the 1040-V I have executed. I read about negotiable instruments and from my understanding of it I determined I needed to add "pay to the order of" on the front. I executed the back like the Bills of Exchange we have discussed in the group. My patience is wearing thin with these criminals and it's a struggle to not just handle it my way. :) I know that's a bad idea but I'm so angry after all these years of this shit.
