Proof of WHAT one needs the money FOR would make sense. But nonetheless, its pretty ballsy to withhold money to its customers unless they can satisfy a nosy bank teller.

That part's not confusing. The money certainly doesnt belong to the account holder. For that matter the account isnt really theirs either.

You become holder in due course of the fiat notes once they hand it over to you that's all, it still doesn't belong to you even when it's in your pocket.
