Ok Scott,
The Collection Agency BUY debts.
The Collector creates LEGAL obligations/relations with whom they think should buy back the debt.
COLLECTORS can't BUY debts. Collection Agencies can't create LEGAL obligation/relations.
If I have good reasons to believe I have to send an invoice for time, and/or violations of rights, I have to go after the AGENCY.
