(Generals are on land) Also, what does a Captain do? Does an Admiral give orders?

I know a guy, his name is Frank (go figure), and he runs a container business, he keeps Empty Containers on a huge piece of land, and I think the corp charges $7.00 a day for the service, he also repair these containers, and chages accordingly......
