Well, "minority report" crimes come from the great social engineering project called the Bible. Just "the thought", without taking any action on it, is\could be a crime.

Texas, being such a gun ho religious State, is perfect to start this mad shit.

Let's not forget "minority report" "crimes" are already in existence. For example, much of those "conspiracy to commit ... (whatever)". Well, guess what? Nothing ever happened, nothing was carried-out, yet many get convicted for that kind of shit.
