Anytime you ask for permission, a Trust is granted. A trust involves splitting a Title into 2 portions...equitable and legal. I think in the case of the Drivers License, the actual license is the Legal Title. Since they are "technically" still the copyhold of the NAME, they would have the Equitable rights.
