NOTE THE PREAMBLE: "The Canadian Bill of Rights remains in effect, but its widely acknowledged ineffectiveness[3] was the main reason that the Canadian Charter of Rights and Freedoms was adopted in 1982."
What is not immediately obvious (until I point it out) is that they don't say WHO it was "ineffective" FOR! It was INEFFECTIVE FOR THE GOVERNMENT!
