It was suppose to be delivered to the Receveur General....according to what I've read here....so the receveur general could do his duty with that thing, but instead, it was delivered to "ME", and I used it for IDENTIFICATION purpose, so I can become SURETY for that thing :D
I am NOT sure of all this.....I get it that way for now :(
