Duty implies a tax (fee) for crossing jurisdictional boundaries. I think the 5 cent stamp authorizes the "Supra Protest". Correct?
And......Its also my understanding that a Notary is the witness of crossing a jurisdictional boundary (de jure/de facto) in a similar manner.
