It is now a tradition with policy enforcement agents, a money grab and an attempt to attach surety to a "guilty" party for an accident, that in itself has no liability cause its an ACCIDENT...
I have used the following to refuse five tickets totalling $2,990.00. I remember first, to keep the peace with my fellow man. When a Bonded Insurance Policy Enforcement Officer presumes to have the authority to issue a ticket in a name to which he or she is not the lawful holder in due course of, 'my name', I accept the presentment. It means nothing if I accept the ticket at roadside. I take the ticket to the post office within seventy two hours and refuse it. The way I refuse a ticket is this;
I print in red ink, upwards left to right on the face of the ticket,
Refused for Cause
Without Dishonour
Without Prejudice
Without Recourse
Non Assumpsit
I then have the postal clerk stamp the ticket, a copy of the stamped ticket(an original for my records) and the envelope. I then mail the ticket to the address on the back of the ticket for payment or dispute.
The stamp has the location of the post office and the date. I tell the clerk that I need a stamp so I can show later that I did send the document in on time and from where. How you deal with people has a great impact on the results you get from them. I convey the importance of their official stamp on an official document. It does not hurt to pander to people's egos. Telling the clerk that you want to be able to prove that 'This' document went into 'This' envelope and was witnessed by 'This' honest official goes a long way. The stamp indicates witness rather than agreement. The agreement happens when the Bonded Insurance Policy Enforcement Officer endorses (signs) the ticket.
Beverly Girl-Brain Braaksma, I did it twice....no demerits implied so far, no REFUSAL from anyone so far, no NOTHING so far, they've tried to create controversy a month ago over it, and it DID NOT WORKED for them....I did it...twice.
If you go thru insurance you have accepted liability for an accident and made them equitably responsible for damages, however you are still personally liable for any offences incurred while having an accident.
The policy enforcement guys generate revenue by taxing you with said offence and charging you for it. They always try and assign liability at the scene of the ACCIDENT. By Establishing Fault.
The PO PO are a third party who have no business there, unless you consent... If you use your insurance and registration they have a right to be there to check on their legal title property.
You still have the right not to contract with them, at any point along the line. The only right you have ...
You are still liable to the injured party... which is not the cops..
I know right... Remember not even say 6 years ago, if you got into an accident you would never get a ticket on top of it. My dad fell asleep going to the lake driving his new mustang. He hit the ditch car rolled and he was flung out the rear window. He was so lucky that he didn't hit anything. He was really bruised up and cracked a couple of ribs. Some people called 911 and the police gave him a ticket for careless driving too. He was more pissed about that than wrecking the car cause he hasn't had a ticket in 25 years...
They are mostly all bullies...

Ever since I can remember, the thugs with guns have ALWAYS tried to charge me with something at the scene....
That is why I almost NEVER go thru insurance...
Unless the person is not liable...
Like when I was rear ended and the other driver fucked off.... leaving me in shock and concussed...
