It is a play on words... it is often done by taking a saying, IE: BADGES!!!! ? We don't need no stinking BADGES..." from pop culture ( in this case: "The Treasure of Sierra Madre" } and using it in a context to lend sarcasm to a situation... in writing... it sometimes gets lost on smart people... so it is SATIRE...
