Tip #1. Fall is here. Instead of using expensive toilet paper, use the leaves lying on the ground everywhere.

Tip #2. Instead of drinking those expensive starbux coffees, try urine. I hear it's really good for you and it's a great way to recycle.

So, if I get it right, what you are saying is you NEED toilet paper and starbuck coffee ??, and the ONLY method you think there is to have have access to these items is to use THIS NOTE IS LEGAL TENDER.....

It is a play on words... it is often done by taking a saying, IE: BADGES!!!! ? We don't need no stinking BADGES..." from pop culture ( in this case: "The Treasure of Sierra Madre" } and using it in a context to lend sarcasm to a situation... in writing... it sometimes gets lost on smart people... so it is SATIRE...
