GPS is more accurate when you know what time it is. The CONSUMER GPS is just crippled MILITARY GPS...

The consumer GPS is "crippled" because it does not account the warping of space and time which fluctuates due to altitudes, while the military GPS does account for this, as does this hardware?
Sorry, I can't read the schematic and am further confused by a statement in the first video where Bill says if an atomic clock (exceptionally accurate) is not employed, (consumer) GPS systems would be off by as much as 300 km while my consumer device in my "smartphone "reads my location quite accurately.
