"The card contains a private key signed by the mint, which is itself then used to sign transactions." This would make any value on the chip to be property of the bank? It also largely removes us from the transaction as the the bank signs each transaction. We sign nothing. Scott Duncan - If we do not sign, are we even a PARTY to the transaction?

It seems they realize the wave of interest in crypto currencies and are attempting to compete and ensnare us all over again, this time with an even more favourable position held by them.
