An inchoate instrument is an INCOMPLETE instrument right ? How can it become incomplete ? It's like asking; how is nothing becomes half of a dog :( I think a Bill of Exchange is incomplete because they are been sent to us by the BENEFICIARY. And the BENEFICIARY can NOT complete this BoE, only the DRAWER can complete it. If we would be taught the truth about money and all that shit, we would KNOW when to draw a BoE for these beneficiaries. But the trick is US being as ignorant as possible :D
