the only thing the parliament can make policy for is that which they contract? if you are representing the person PERSON.... MAY BE CAPABLE OF RIGHTS BUT WITH DEFINITE DUTIES... it will probably be incumbent upon citizens... as persons?

yes what I was looking at is that they appear to be changing things up a bit, adding in other words that, are used frequently in everyday life. Just seems like a trick as people begin to learn about what a PERSON is.
