ISSUES (verb): ...as, an officer issues ORDERS, process issues from a COURT. To put into circulation; as, the TREASURY issues NOTES.
..the Birth Certificates used to say on the back of them- "Revenue Receipt...FOR TREASURY USE ONLY" !
