Why do people always need to look UP to some law?

Someone- who shall remain nameless, with ties to Scott, told me at Dean's seminar last weekend that this has relevance, because- "The legal system was/is the creation of The Vatican (paraphrasing)..." ;)

or because world leaders hold blind trusts (in UCC cantons)
