We are offered bills of exchange....no, they starting these BoE for us, because we are too ignorant to do it ourselfs......they are SENDING these BoE to us knowing at 99.99999% that we will buy the person's debt back, because we are all idiots :D .....and 0.00001% of us, may discharge it the right way.....
That is how I see it.....they don't offer nada....I think anyway :/
