recent offers of remedy by the irish state are made ex gratia, ex gratia payment is a payment made without the giver recognising any liability or legal obligation. is it because the state was created under the popes/gods law....trust? it clearly means the state has no jurisdiction to hold the church liable... even if it wanted to??
