Well it may be part of the TRUST that was created way back by the Gov't. King George III Proclamation of 1763 as an agreement to see to our fundamental needs by creating a account to cover our costs in exchange for exploiting our natural resources. Except we do not have the benefit of that due to our trustee status... so we have to make them.
