I know it's a challenge when you are trying to get out of the system while deeply entrenched in it. Scott Duncan is there anything she can do or is she at their mercy?

my understanding is the office (minister for ------) creates a dept who franchise out the obligation, its pointless arguing with the service provider because they owe you no obligation that isn't legislated for(they're answerable to the office through terms of contract), maybe try aiming her problems with the service provider at the relevant minister... the office has binding obligations in order to substantiate its existence, if she's gonna contract, look for better terms? think of it like *agent "OF" V's agent "FOR". i've done this to help friends in the past. if they "organise a meeting on her behalf", instruct THEM to attend & inform her of the outcome, dont allow whoever she pinpoints to escape their obligation once you've determined it.IF She's trying to rare their property ...surely she has a fiduciary duty to attain the best possible care?? :p

According to this, if she considers herself an inhabitant, she can have any and all living costs forwarded to the local county council to take care of for her...that should take the financial stress out of the equation: http://www.legislation.gov.uk/ukpga/Vict/51-52/41 Local Government Act 1888 c.41 (Regnal . 51 & 52 VICT)- Part V- Proceedings of Councils and Committees: Section 79: Incorporation of County Council Subsection(2)- �(2)All duties and liabilities of the inhabitants of a county shall become and be duties and liabilities of the council of such county.� In the interpretation following the above, it goes on to state: The expression �liabilities� includes liability to any proceeding for enforcing any duty or for punishing the breach of any duty, and includes all debts and liabilities to which any authority are or would but for this Act be liable or subject to, whether accrued due at the date of the transfer or subsequently accruing, and includes any obligation to carry or apply any money to any sinking fund or to any particular purpose: The expression �powers, duties, and liabilities,� includes all powers, duties, and liabilities conferred or imposed by or arising under any local and personal Act:
